Transformation of Public -Private Partnership in the post-New Public Management era: challenges to British and Spanish approaches

The diploma thesis aims to examine and compare public sector structures involved in managing the deals under the Public-Private Partnership (PPP)/Private Finance Initiative (PFI) in the UK and Spain as well as application of Public-Private-Citizen Collaboration (PC2) framework within the two systems in the era of post-New Public Management. The spread and use of knowledge and skills capacities and the overall ability of the national institutional models to protect the public interest in an effective and efficient way is assessed together with openness and transparency of PPP programmes where the scale and quality of use of the Web 2.0 tools able to reach and engage citizens in the process of implementing the policy and procurement of individual schemes play an important role. Special attention is paid to the ways in which the private sector entities on the one side and citizens on the other can approach the public authorities and influence the shape and features of the partnership and its results. PPP has been widely used for financing of investments into the public infrastructure in many countries in Europe and elsewhere. British Civil Service Reforms: tradition-transformation-continuity?

The aim of this Master thesis is to analyse the British civil service reforms both in theory and practice. The author picked three areas where the reforms would be scrutinized. By analysing four essential documents that contributed to the reforms of the civil service: The Northcote-Trevelyan report, The Fulton report, Next Steps and Modernising Government, we would be able to evaluate the impact of these changes in the following areas: 1) Human Resources (recruitment, training and the promotion of the civil servants) 2) Administration and Accountability (the aspects of ministerial responsibility, accountability, special advisers) 3) Decentralisation and Fragmentation (impact of the multi-level governance including deconcentration, devolution and EU membership). The first chapter is the necessary introductory part that deals with the basic principles of the British civil service, its history and the challenges it faces today. The second chapter provides analysis and historical background of the four documents that are used in the next section. Finally, the third chapter discusses the three above mentioned problematic areas. By analysing and comparing the documents, we seek to understand the reforms of the British civil service and their impact.

Title: Sport as a Public Service: Equity and Efficiency of Local Sport Facilities In the Czech Republic, clubs traditionally played a key role in providing sport facilities. In recent years, the role of local authorities in sport has strengthened. Hence, there have been changes in the management of sport facilities in the context of new trends in public administration and sport participation. The thesis analyzes and evaluates current modes of provision of public sport facilities as the consequence of these changes. The examined issue is narrowed down to the two theoretical concepts - sport equity and efficiency of sport facilities. These are perceived as a part of the performance of sport facilities (see Liu et al., 2009 or Kung and Taylor, 2010). The first part of the thesis aims to test the effect of different forms of management of sports facilities on the sport equity score in the framework of institutional analysis (Houlihan, 2005). On the basis of the original instrument for measuring of sport equity, the survey is carried out. The research sample (N = 193) is made up by the municipalities with extended powers, except for regional cities and Prague. The second part of the thesis has the character of an action research. NEW TOOLS OF RESEARCH GOVERNANCE: Cases of research policy implementation in the Czech Republic, Sweden and the European Union

Research policy has become increasingly important for policymakers in Europe as it is considered to be a driving force behind the global knowledge-based economy. An array of new tools for the evaluation and funding of research have been implemented both by the European Union and its Member States; particularly distinctive are those that have been developed in the Czech Republic and Sweden. This dissertation, through four cases studies, investigates why these tools have appeared and what effects they have on the practice of research. Using a conceptual framework of public administration ideal-type narratives, the dissertation shows that these new tools can be considered as New Public Management type reforms. Further, the dissertation creates a theoretical model in which institutional theories are operationalized and used to reveal the politics behind the policy tools and the way that they affect individual behavior in the academic environment. The results demonstrate that strong influences are exerted by the rational choice logics embedded in New Public Management tools, which do distort the practice of research, yet these influences are also tempered by other historically and normatively-based logics within the complex system of research in higher education institutions. New Public Management

This thesis deals with the reform theory of public administration called New Public Management, which is based on tools used in the private sector. The theoretical part provides a critical view of rational bureaucracy and seeks to highlight the benefits of using modern methods of management in the public sector. The practical part, mainly focused on the implementation of the New Public Management tools in the practice of public administration in the Czech Republic, is based on the results of empirical research.The survey results indicate use of particular methods of measuring the quality of public administration in the Czech Republic.
Modern Trends in Public Administration Management

The Thesis analyses modern trends in the management of Public Administration in Czech Republic. The reforms and changes in Public Administration are supported by the implementation of management tools and tools focused on quality of Administration. These tools, including elements of corporate governance and some principles of private sector market, aims to improve and make the Public Service more effective. New Public Management (NPM) can be considered as a general name for the tools and for the concept of the Management of Public Administration, in particular meaning the principles of Process Management, the Balanced Scorecard (BSC), Benchmarking, the Common Assessment Framework and other methods and tools based on the models of TQM and EFQM. The practical part of the thesis contains the surveys and evaluation of the efficiency of the above mentioned models by the Regional Authority and selected municipalities, including their strengthts and weaknesses.
